Marshall Blundell

Senior Consultant

Dr. Blundell is an economist with over a decade of experience in research and analysis supporting utility operations, maintenance, and planning. He has expertise in econometric methods for program evaluation, rate design, and the economics of electric vehicles (EVs). He began his career as an analyst at Freeman, Sullivan & Co where his work included analysis and reporting for the California statewide critical-peak pricing evaluations. As a consultant at Nexant, he provided expertise in machine learning models for end-use detection. He holds a PhD in Agricultural and Resource Economics from UC Berkeley. At Berkeley, he was a graduate student affiliate with the Energy Institute as Haas, where he provided assistance to faculty researching income-graduated fixed charges for electricity in California. His dissertation examined the location decisions of firms providing EV fast-charging stations. At DSA, he has led the evaluation of EV rates at San Diego Gas & Electric, including estimating price responsiveness to dynamic real-time pricing at charging stations; he has also led the evaluation of EV managed charging programs in Connecticut. He is currently project manager for the evaluation of PSE&G NJ’s demand response portfolio. He lives in Asheville, North Carolina, where he enjoys mountain biking, rock climbing, and keeping up with energy news and policy.
